Insurance Continuing Education
Continuing education (CE) for California-licensed insurance agents, brokers, and analysts is regulated by the California Department of Insurance (CDI) under California Insurance Code §1749.3. CE courses must be approved by the CDI, and completions must be reported to the CDI by the approved provider before they may be applied to a license renewal.
Note
Most California-licensed property, casualty, life, and accident and health agents must complete 24 hours of CDI-approved continuing education during each two-year license term, including a minimum of 3 hours of ethics training. Specialty licenses may have additional requirements. Verify your specific CE requirement on your CDI license record before enrolling.
About Insurance Continuing Education
The California Department of Insurance regulates the licensing of insurance professionals under the California Insurance Code. To maintain an active license, agents and brokers must complete continuing education each license term. CE courses are designed to keep licensees informed of changes in California insurance law, ethical obligations, and product-specific knowledge.
Three Dollar Easy Traffic School may offer CDI-approved continuing education courses only through a certified provider partnership. Each course in this catalog must be reviewed by the CDI and assigned a continuing education credit hour value before being offered for credit.
Requirements
Continuing education hour requirements are established by California Insurance Code §1749.3 and the related regulations of the California Code of Regulations, Title 10, Chapter 5, Subchapter 1.
- Property and casualty broker-agents, life-only agents, accident and health agents, personal lines broker-agents: 24 hours per two-year license term, including 3 hours of ethics (CIC §1749.3).
- Limited Lines Automobile Insurance Agents: 20 hours per two-year license term, including 3 hours of ethics.
- Long-Term Care (LTC) insurance: 8 hours of LTC-specific training before soliciting consumers, plus 8 hours during each subsequent two-year license term (CIC §10234.93).
- Annuity products: 8 hours of annuity training prior to solicitation, plus 4 hours during each subsequent two-year license term (CIC §10509.915).
- Homeowners' insurance valuation: 3 hours, one-time requirement, for personal lines and property broker-agents (CIC §1749.85).
- Flood insurance: Required for any agent transacting flood insurance under the National Flood Insurance Program.
Resident licensees who have been continuously licensed for 30 years or more and who are at least 70 years of age are exempt from the CE requirement under CIC §1749.33.

Fees
All fees are paid in full at the time of enrollment. Fees include access to the course material, CE credit upon successful completion, the certificate of completion, and CDI roster reporting. Courses are nonrefundable once started.

Fees do not include any license renewal fee charged by the California Department of Insurance, which is paid separately to the CDI.
Enrollment
To enroll, complete the following steps:
- Verify your CE requirement. Check your current CE status on the CDI License Status Inquiry page to confirm how many credit hours you need and your license expiration date.
- Select a course or package. Review the course catalog and fee schedule and select the option that matches your CE requirement.
- Create an account. Register with your full legal name as it appears on your insurance license, your California insurance license number, your date of birth, and a valid email address. The license number and date of birth are required for CDI roster reporting.
- Pay for the course. Payment is processed at the time of enrollment. Course access is granted immediately upon receipt of payment.
- Complete the course and final assessment. Each course is self-paced and may be completed in multiple sittings. A minimum passing score of 70% is required on the final assessment in accordance with CDI regulations.
- Download your certificate. A certificate of completion is issued immediately upon successful completion. Retain the certificate for a minimum of five years as required by California Code of Regulations, Title 10, §2188.5.
Reporting to CDI
For CDI-approved education, the approved provider submits the completion roster electronically to the California Department of Insurance within 30 days of course completion, as required by California Insurance Code §1749.4.
- The licensee does not need to submit the certificate of completion to the CDI.
- Reported credit hours are typically posted to the licensee's CDI record within 7 to 14 business days after submission.
- The licensee should retain the certificate of completion for a minimum of five years for personal records and to address any reporting discrepancy.
- The CDI recommends completing all CE requirements at least 60 days before the license expiration date to allow time for roster submission and posting.
